कश्मीर मे आतंकी संगठन नागरिकों को मारने की सूची बनाकर भय का वातवर्ण बना रहें हें तो, सुरक्षा संस्थाएं इन आतंकी संगठनों की सूची बनाकर इनको भयबीत क्यों नहीं करते।
कश्मीर मे पिछले कुछ वर्षों मे आतंकी संगठनो की कार्यशेली मे बदलाव आया हे पहले खुले आम धमकी दी जाती थी अब चोरी चुपके बड़ी होशियारी से राज्य मे नागरिकों को डरा कर भय का वातवर्ण बनाने की कोशिश हो रही हे। इसी सिलसिले मे इन आतंकी संगठनो ने राज्य मे हिन्दुओं को ओर बाकी राज्यों से आये नागरिकों की हत्या कर भय का वातवर्ण निर्माण करने की कोशिश की, इसके उत्तर मे सुरक्षा बालों ने उन सभी आतंकियों को मार गिराया। इस सीतिथि को देखते हुए इन आतंकी संगठनो ने अब हत्याओं के स्थान पर भय का वातवर्ण बनाने की कोशिशों पर ज़ोर दिया हे, जिस का उदाहरण हे की इन आतंकी संगठनों ने कश्मीर मे कार्यरत कश्मीरी हिन्दुओं की एक सूची बनाकर उन्हें मारने की धमकी दी हे।
कश्मीर मे आतंकी संगठनों की सूची का उत्तर सुरक्षा संस्थाओं द्वारा आतंकियों की सूची बनाकर उत्तर देना चाहिए।
कश्मीर मे यदि आतंकी संगठन हिन्दुओं को मारने की सूची जारी करते हे ओर भय का वातवर्ण बना रहें हें तो सुरक्षा संस्थाओं को भी इसका उत्तर आतंकी संगठनो की सूची तेयार कर इसका उत्तर देना चाहिए। यदि सुरक्षा संस्थाएं एसा करती हे तो जो आतंकी संगठन लोगो को डरा रहें हें उनको भी डर होगा की उनकी भी सूची तेयार की जा रही हे ओर कभी भी पकड़े या मारे जा सकतें हें। परन्तु जब से आतंकी संगठनो ने सूची जारी की हे तब से अभी तक सुरक्षा संस्थाओं की ओर से इस का उत्तर नहीं दिया जा रहा हे जिसके कारण हिन्दुओं के साथ साथ कश्मीर का आम नागरिक भी भयबीत हे। वातवर्ण को ठीक करने की अत्यंत अवशयकता हे।
कश्मीर के यह हिन्दू कर्मचारी दोहरी मार झेल रहें हें।
कश्मीर मे आतंकी संगठनो द्वारा जो सूची तेयार कर धमकी दी हे उसमे उन सब लोगो के नाम हे जो हिन्दू पंडित हे ओर जम्मू से कश्मीर मे नोकरी करने के लिए गए हें, इन का कहना हे की वह दोनों ओर से परेशान हे। यदि वह नोकरी करने कश्मीर नहीं जाएंगे तो अपने परिवार का केसे पालन पोषण केसे करेंगे ओर यदि जाते हें तो आतंकी संगठन उनकी हत्या कर देंगे। इस विषय पर इन कर्मचारियों की हड़ताल पिछले काफी समय से चल रही हे परन्तु सरकार की ओर से कोई सहयोग न मिलने के कारण सब चिंतित हें। एसी सीतिथि मे सुरक्षा संस्थाओं ओर सरकार का कर्तव्य बनता हे की इन कर्मचारियों के साथ साथ बाकी राज्यों से कश्मीर मे काम करने आये नागरिकों की सुरक्षा सुनिश्चित की जाए।
केंद्र सरकार ओर सुरक्षा संस्थाओं को कश्मीर मे आतंकियों की सूची का उत्तर देना अति आवश्यक।
कश्मीर के विषय पर केंद्र सरकार भी थोड़ा ढीली पड़ी हे या फिर कुछ राज्यों मे हुए चुनाओं के कारण यह सीतिथि हुई हे। केंद्र को समझना होगा की केवल धारा 370 मे सुधार से बात नहीं बनने वाली इस क्षेत्र मे पाकिस्तान का दाखल इतना हे की उनके द्वारा भेजे गए आतंकवादी हिन्दुओं की सूची बनाकर मारने के धमकी देते हें ओर जिनकी संख्या के कुछ सौ हे। सुरक्षा संस्थों की संख्या हजारों मे हे फिर यह केसी सीतिथि हे की कुछ सौ पाकिस्तान द्वारा प्रशिक्षित आतंकी भारत की शूरवीर सेना के क्षेत्र मे एसी हरकत कर दे। केंद्र सरकार हो या सुरक्षा संस्था इस सूची का उत्तर देना अति आवश्यक हे नहीं तो आतंकी अब सूची मे दिय गए विवरण के अनुसार हतयाए आरम्भ कर देंगे।
